Laying the Groundwork: Bridging End-User Realities and AI Innovation

CustomAI's groundwork

Customs authorities operate in a high-volume, dynamic environment where rapid, accurate decision-making is essential. To ensure advanced artificial intelligence directly addresses daily operational realities, Task 3.1: End-user requirements and Task 3.2: Definition of use case scenarios brought together several CustomAI consortium experts for an intensive collaborative effort spanning several months.

Together, these two tasks established the operational foundation for the CustomAI platform by capturing end-user needs and translating them into tailored, actionable scenarios.

Task 3.1: End-user requirements, led by ISDEFE alongside twelve contributing partners, focused on capturing, formalizing, and prioritizing the practical needs of customs personnel across three primary use cases. Rather than relying on theoretical assumptions, the team used an evidence-driven elicitation process to gather direct insights from domain experts through site inputs, structured questionnaires, meeting documentation, and iterative written clarifications. This rigor ensured a complete understanding of daily operational workflows, existing decision points, data realities, and system integration needs.

Working in parallel, Task 3.2: Definition of use case scenarios, led by LTA with fourteen contributing partners, translated these consolidated requirements into concrete, viable operational scenarios. By continuously engaging end-users and technology providers, the team ensured that the scenarios reflected real-world border management conditions while remaining technically achievable. The team explicitly mapped each scenario step back to its corresponding requirement ID in the master Requirements Traceability Matrix, ensuring full alignment between end-user needs and system behavior.

With this work successfully completed, all operational insights have been transformed into structured handovers to guide upcoming technical development, system interoperability, and pilot validation phases. The consolidated requirements and tailored operational scenarios now provide a clear, practical blueprint for project execution, while established governance mechanisms will ensure ongoing alignment and traceable updates as the platform advances toward live testing.
